वर्ष 2013-14 सहित बारहवीं पंच वर्षीय योजना के दौरान आयुष विभाग की प्राथमिकताएं

देश के कोने-कोने में प्रत्येक व्यक्ति को पूर्ण स्वास्थ्य के दायरे में लाना बाहरवीं पंच वर्षीय योजना की एक प्राथमिकता है। इस दौरान आयुष चिकित्सा प्रणाली की विशेषताओं को ध्यान में रखते हुए उसे आधुनिक चिकित्सा प्रणालियों के साथ-साथ प्रयोग में लाया जाएगा। रोगों से बचाव, विशेष रूप से महिलाओं, बच्चों, वरिष्ठ व्यक्तियों को ध्यान में रखते हुए नॉन कम्यूनिकेबल बीमारियों में, तनाव के प्रबंधन में, मानसिक रोगों की चिकित्सा में, बीमारियों से जूझते व्यक्तियों की देखभाल में और स्वस्थ्य लाभ में आयुष का प्रयोग किया जाएगा।

बारहवीं पंच वर्षीय योजना के महत्वपूर्ण उद्देश्य : -

बाहरवीं पंच वर्षीय योजनाओं में आयुष के लिए 10,044 करोड़ रूपये का प्रावधान रखा गया है। जबकी ग्यारहवीं पंच वर्षीय योजना में केवल 2994 करोड़ रूपये ही जिन उद्देश्यों के लिए खर्च किए गए वे हैः

1. स्वास्थ्य सेवाओं में आयुष के प्रयोग को बढ़ाया गया।

2. आयुष विभाग ने आयुष की विशेषताओं को चिकित्सा, विशेषतौर पर महिलाओं बच्चों और बुजुर्गों के लिए, मानसिक बीमारियों के चिकित्सा में, तनाव के प्रबन्धन में, बीमार व्यक्तियों की देखभाल में और पुनर्वास में किया।

बारहवीं पंच वर्षीय योजना के अंतर्गत जो सुझाव दिए गए हैं उनमें इन संस्थाओं को शुरू करने की सिफारिश की गई है : -

1. होमियोपैथी मेडिसिन फार्मास्यूटिकल कंपनी लिमिटेड

2. अखिल भारतीय योग संस्थान

3. अखिल भारतीय होमियोपैथी संस्थान

4. अखिल भारतीय यूनानी चिकित्सा संस्थान

5. राष्ट्रीय सोवा रिग्पा संस्थान

6. राष्ट्रीय औषधीय पौध संस्थान

7. राष्ट्रीय आयुष पुस्तकालय और अभिलेखागार

8. केंद्रीय सोवा रिग्पा अनुसंधान परिषद

9. आयुष संबंधित राष्ट्रीय मानव संसाधन आयोग

10. आयुष के लिए केंद्रीय दवा नियंत्रक

11. आयुष औषध प्रणाली का भारतीय संस्थान

12. राष्ट्रीय जराचिकित्सा संस्थान

13. मेटाबॉलिक तथा लाइफ-स्टाइल बीमारियों का राष्ट्रीय संस्थान

14. राष्ट्रीय ड्रग तंबाकू निवारण संस्थान

नए कार्यक्रम : आयुष के राष्ट्रीय मिशन के अंतर्गत कुछ और नए कार्यक्रमों की सिफारिश की गई है जो कि इस प्रकार हैः

1. आयुष ग्राम

2. फार्मेको विजिलेंश इनिशियेटिव फोर ए.एस.यू. ड्रग्स

3. शोध परिषद की इकाइयों को प्रभावी बनाना

4. राष्ट्रीय आयुष हैल्थ प्रोग्राम

5. अस्पताल और डिस्पेंसरी (आयुष के साथ-साथ राष्ट्रीय ग्रामीण स्वास्थ्य मिशन-एक फ्लेक्सिपूल)

आयुष पद्दतियों में से होम्योपैथी के लिये एक और बुरी खबर !! पिछ्ले कुछ सालों से अटपटे फ़ैसलों ने चिकित्सकों को सरदर्दी मे डल दिया है । सबसे पहली मार माननीय उच्चतम न्यायालय ने पौंडं पैंकिंग ( ४५० मि.ली. ) की बिक्री पर रोक लगाकर लगाई , छोटी पैंकिग का चलन बढा , राज्य सरकारों को अधिक रेवन्यू की प्राप्ति हुई लेकिन होम्योपैथॊम्के लिये यह सरदद बन के रह गया , उसके बाद कुछ ही सालों के अब्न्दर केन्द्र ने   G.M.P. ( Good Manufacturing Practices ) के   अन्तर्गत होम्योपैथिक दवाओं पर expiry date  को अंकित करना आवशयक कर दिया । एक और बेतुका नियम , जब expiry होती ही नही तो इस चलन को क्यूं लागू किया !!

लेकिन हाल मे ही उत्तर प्रदेश मे २८ फ़रवरी २०१३ से लागू भारत सरकार के  क्लीनिकल प्रतिष्ठान (पंजीकरण और नियमन) अधिनियम, 2010 ने रही सही कसर पूरी कर दी । लेकिन यह सरदर्द मात्र होम्योपैथों के लिये नही बल्कि मेडिकल सेवा मे आने वाले हर उस प्रतिषठान की है जिसमॆ एलोपैथिक चिकित्सक , डेन्टल चिकित्सक, डाइगनोस्टिक सेन्टर  और आयुष पद्दतियों के सभी चिकित्सक शामिल हैं । एक बार राज्यों द्वारा अपनाने पर इस अधिनियम के अनुसार, राज्य सरकारें क्लीनिकल प्रतिष्ठानों के पंजीकरण के लिए प्रत्येक जिले में पंजीकरण प्राधिकरण की स्थापना करेंगी। किसी भी चिकित्सक  को क्लीनिकल प्रतिष्ठान चलाने के लिए इस अधिनियम के प्रावधानों का पालन करना होगा।

एक्ट की नयी व्यवस्थाओं इतनी अधिक जटिल हैं कि इस के  अनुसार चिकित्सीय स्थापनों  को चलाना अब आसान नही रहा । उत्तर प्रदेश मे दम तोडती चिकित्सा आने वाले दिनों मे किस मोड पर होगी इसका अनुमान लगाना कोई मुशिकिल नही दिखता  । पहले से ही CPMT  मे अरुचि लेते छात्रों का मनूबल नयी व्यवस्था के चलते और भी घटॆगा । कुछ साल पहले जहाँ लाखों छात्र- छात्र्यें CPMT मे शरीक होते थे कुछ सालॊ मे यह प्रतिशत चन्द हजारों तक पहुँच चुका है ।

आखिर देखते है  कि क्या है यह अधिनियम और क्यूं इस एक्ट के लागू होने से आयुष चिकित्सकॊ को कठिनाईयों का सामना करना पडेगा ।

एक्ट क्या  है :

संक्षिप्त रुप मे समझें कि अब सरकार यह तय करेगी कि क्लीनिक चलाने के लिये आपके पास पर्याप्त जगह हो , प्रक्षिक्षत स्टाफ़ हो , क्लीनिक में शौचालय की व्यवस्था हो , आपातकालीन परिस्थितियों में अगर रोगी का इलाज क्लीनिक मे नही हो सकता है तो उसे पास के अस्पताल तक पहुँचाने के लिये एम्बुलेसं हो , आदि-२ ।

C.M.O. के पास यह अधिकार होगा कि अगर चिकित्सक एक्ट का पालन नही करता है तो उस पर पहली बार १०००० रु. , दूसरी बार ५०००० रु और तीसरी और अन्तिम बार ५ लाख रु तक का जुर्माना लगाया जाय ।

एक्ट के अनुसार यदि चिकित्सक मेडिकल सेवा के अलावा और किसी कार्य /कारोबार मे लिप्त पाया जायेगा तो उसे दुराचार ( misconduct ) की संज्ञा दी जायेगी :) section 68 part 1

What Is Clinical establishmentAct?

  • This bill makes it mandatory for each and every clinical establishment including every individual clinic, consulting chamber, laboratory or any other investigative or treatment place without indoor beds, nursing homes, hospital etc. by whatever name it may be called to register and follow minimum standards of infrastructure i.e. of space / equipment and qualified para medical staff.
  • It provides for mandatory registration of all clinical establishments, including diagnostic centers and  single-doctor clinics across all recognized systems of medicine both in the public and private sector  except those run by the Defense forces
  • As-is-where-is Initially, provisional registration would be granted within 10 days of application on ‘as- is-where-is basis upon receiving the application filed with supporting documents. Once standards have been notified, permanent registration would be provided to all those conforming to the notified standards.
  • To stabilize the emergencypatient (with its grammatical variations and cognate expressions) means, with respect to an emergency medical condition specified in clause (f), to provide such medical treatment of the condition as may be necessary to assure, within reasonable medical probability, that no material deterioration of the condition is likely to result from or occur during the transfer of the individual from one clinical establishment to other.
  • The registering authoritycan impose fines for non-compliance and if aclinical establishmentfails to pay the same, itwould be recovered as anarrear of land revenue.
  • Penalties for non registration :There are stringent and huge monitory penalties for non registration by any professional, which are more than many criminal penalties of IPC.For First Offence, 10,00 FOR SECOND 50,000,subsequent offenses Rs.5 Lakhs.
  • Any person serving in non registered establishment 25,000/-Disobeying any direction or obstruction to inspection Rs. 5 Lakhs.
  • Rajasthan and UttarPradesh have alreadyadopted the Act.
  • The state government is making an all out effort to crack the whip on private clinics and hospitals with an Act which would require them to declare the amount of fees they charge, the number of services they offer and get registration from the medical authorities to set up a health facility.
  • clinics and private hospitals will have to mention on a display board about the services they are providing and the fees they are charging for that.
  • The proposed Act envisages to have district level committees, which would include district collector, chief medical health officer and superintendent of police.
  • Act would also prescribe minimum quality standards of services at the private clinical establishments. A medical department official said under the Act, no one can open clinics and hospitals without applying for registration. For the first two years, the department would issue temporary registration and after two years, permanent registration would be provided.

होम्योपैथिक चिकित्सकों  के लिये एक्ट के ऋण पक्ष और कुछ सुझाव :

( केन्द्रीय होम्योपैथिक परिषद के सदस्य डां अनुरुद्ध वर्मा से बातचीत के आधार पर )

  • होम्योपैथी में अधिकतर क्लीनिक एकल चिकित्सकॊ द्वारा संचालित किये जाते हैं जिसमें से अधिकतर में चिकित्सक स्वंय ही औषधियों की डिस्पेन्सिंग करते हैं । ऐसी दशा में जब मानक तय किये जाये तब इन्हें एलोपैथी के मानकों पर न कसा जाये क्योंकि होम्योपैथी में कम स्थान , कम उपकरण , कम संसाधन आदि की जरुरत पडती है और चिकत्सक अपने क्लीनिक  से रोगी को औषधि उपलब्ध कराता है ।ऐसे मे होम्योपैथी के लिये क्लीनिक स्थापित करने के लिये अलग मानक तय करना चाहिये । यदि होम्योपैथी क्लीनिक पर एलोपैथी के मानक तय किये जायेगें तो क्लीनिक खोलना और चलाना कठिन हो जायेगा।
  • इस एक्ट मे होम्योपैथिक के अधिकारियों एवं संस्थाओं तथा प्रतिनिधियों को समुचित स्थान नही दिया गया है तथा जिला स्तर पर भी पर्याप्त प्रतिनिधित्व नही है जिससे होम्योपैथिक चिकित्सकों के हितों की अनदेखी हो सकती है । एक्ट के अंतर्गत गठित होने वाली नेशनल कांउनसिल एवं जिला कमेटियों में एलोपैथी की प्रोफ़ेशनल संन्स्थाओं , अधिकारियों एवं प्रतिनिधियों को अधिक प्रतिनिधित्व दिया गया है परतुं नेशनल कांउनसिल मे भारतीय चिकित्सा पद्धतियों के तीन सदस्यों को स्थान दिया गया है जबकि केन्द्रीय होम्योपैथिक परिषद के मात्र एक प्रतिनिधि को स्थान मिला है ।
  • होम्योपैथिक चिकित्सक के लिये प्रशिक्षित स्टाफ़ उपब्ध हो पाना भी संभव नही है क्योंकि होम्योपैथी मे फ़ार्मासिस्ट का कोई अधिकृत प्रशिक्षण नही है ।

मौजूदा हाल मे यह एक्ट होम्योपैथिक चिकित्सकों के लिये एक आधात से कम नही है । अधिक्तर मध्यम वर्गों से आने वाले छात्र / छात्रायें और उनके अभिवावक क्या इस बोझ को सह पायेगें ? आगे क्या होगा यह तो समय ही बतायेगा !!

Following discussions held by Minister Salinda Dissanayake with India’s Health and Family Welfare Minister Gulam Nabhi Azad, India has come forward to assist in improving the indigenous medical system. This meeting has taken place on the sidelines of the 66th World Homeopathy Conference held in India recently. An MOU is to be signed between the two countries shortly. As a preliminary step, a delegation led by the Secretary of India’s health and family welfare Ministry will arrive in Sri Lanka next Sunday. During this visit the Indian delegation will discuss about establishing an indigenous medicine university and a homeopathy university.

Earlier in August 2011 The Sri Lankan Cabinet has given approval for the new Homeopathy Act to replace the existing one to improve the Homeopathy medicine system. With the new Act a Homeopathy Medical College is expected to be established with the consent of the University Grants Commission. This new Act will stipulate the establishment of a Homeopathy Medical Council, regularization of the Registration of Homeopathy Centres and registration of Homeopathy pharmacists.  as Sri Lanka Daily Mirror reports :

Homeopathy doctors should posses qualifications obtained from a local university or any other recognized institute approved by the UGC or qualifications obtained from foreign institutions approved by the Medical Council of the relevant country, according to a new Homeopathy Act.

The monitoring and administering process of the Homeopathy profession will be assigned to the Homeopathy Medical Council to be established under the new Act. Studies, Research and Development activities of Homeopathy and the production, imports, sale and distribution of Homeopathy drugs and Monitoring and controlling of Homeopathy Medical Institutes will also come under the purview of the proposed Council.

Under the changes to be introduced the Ministry of Indigenous medicine expects to promote Homeopathy by providing qualified doctors, ensuring their services to the patients and providing of standard drugs.

The Homeopathy Medical Council will also arrange to streamline the registration of the Homeopathy Doctors and the pharmacists to avoid the engagement of unqualified doctors and pharmacists in Homeopathy treatments.

However in India . the Calcutta University annually provides 10 scholarships to Sri Lanka for homeopathy studies. Thirty-five Lankan students are studying in India.

पहली बार भारत  सरकार ने देश के दो ख्यात होमियो चिकित्सकों को पद्म अलंकरण से सम्मानित है। पद्म अलंकरण से सम्मानित स्व.डा.जुगलकिशोर का होम्योपैथिक चिकित्सा  पद्द्ति से गहरा रिशता रहा है । दिल्ली मे ५६ वर्ष की प्रैकिटिस का  गहन  अनुभव , अनेक होम्योपैथिक पुस्तकों के रचयिता और अनेक भारतीय दवाओं के परीक्षण करके होम्योपैथिक रिपर्ट्री को उन्होनें समृद्ध किया है । गत वर्ष २३ जनवरी २०१२ को वे इस नश्वर शरीर को छोड़ चले गए। विएना और ग्रीस में आयोजित अंतरराष्ट्रीय होमियो कांग्रेस में भारत का प्रतिनिधित्व किया। उनकी पंचकार्ड रेपटरी होमियो चिकित्सकों के लिए बड़ी सहायक बनी हुई है। नेहरू होमियो कालेज व अस्पताल तथा बी . आर. सूर होम्योपैथिक कालेज व अस्पताल में बतौर कंसल्टंट अनेक वर्षों तक सेवाएं दीं। शारदा बायरन होमियो लेब के भी वे सलाहकार रहे।

वर्तमान में डा.मुकेश बत्रा भी इसी तरह होमियोपैथी की पताका को ऊँचाई पर फहरा रहे हैं। वे १९७४ से होमियोपैथी के क्षेत्र में सक्रिय हैं। २००१ में उन्होंने पाजीटिव हेल्थ फाउंडेशन की स्थापना की। वृद्धाश्रम व अनाथाश्रमों को गोद लेकर वहाँ डा.बत्रा की टीम निशुल्क सेवाएँ देती है। डा.बत्रा दूरदृष्टि वाले उद्यमी चिकित्सक हैं। टाइम्स आफ इंडिया सहित अनेक पत्र-पत्रिकाओं में उनके नियमित लेख छपते हैं। टीवी पर भी उनके हैल्थ शो होते रहते हैं।

छह महीने पहले ब्रिटिश मेडिकल असोसिएशन द्वारा होम्योपैथी के वैज्ञानिक आधार को लेकर लगाए गए सवालिया निशान का भारत के वैज्ञानिकों ने करारा जवाब दिया है। आईआईटी बॉम्बे के वैज्ञानिकों ने अपने एक शोध में साबित किया है कि होम्योपैथी की छोटी, उजली और मीठी गोलियां नैनोटैक्नॉलजी के सिद्धांत पर काम करती हैं।

आईआईटी बॉम्बे ने हाल ही में 'अलसेवियर' मैगजीन में ' होम्योपैथी ' पर एक रिसर्च प्रकाशित किया है। इसमें कहा गया है कि होम्योपैथी पिल्स में सोना, तांबा और लोहा जैसे नैचरल मेटल्स होते हैं। इनके घुलने की क्षमता मीटर के एक अरबवें हिस्से तक की होती है।

गौरतलब है कि आईआईटी बॉम्बे के केमिकल इंजिनियरिंग के वैज्ञानिकों ने होम्योपैथिक पिल्स के घुलने की क्षमता का अध्ययन किया। वैज्ञानिकों ने गोलियों के घुलने के बाद शक्तिशाली इलेक्ट्रॉन माइक्रोस्कोप से इस घोल का अध्ययन किया और उनमें मौजूद मेटल्स के नैनो पार्टिकल्स का पता लगाया।

वैज्ञानिकों की टीम में शामिल डॉक्टर जयेश बेल्लारी ने बताया, 'निश्चित रूप से अतिघुलनशील होने के बावजूद होम्योपैथी पिल्स में मापने योग्य मेटल्स मौजूद होते हैं।' सीधी भाषा में समझें तो 4 लाख कणों में से एक कण के कंसन्ट्रेशन के बावजूद यह गोलियां असरकारक होती हैं।

डॉक्टर जयेश ने बताया कि उनके छात्र प्रशांत चिक्रमाने ने ' एक्सट्रीम होम्योपैथिक डायल्यूशन्स रिटेन स्टार्टिंग मटीरियल्स : अ नैनोपार्टिकुलेट पर्सपेक्टिव ' पर थीसिस लिखा है। होम्योपैथी मॉर्डन मेडिसिन के लिए पहेली बना हुआ है। इसके डॉक्टरों ने इसकी घुलनशीलता और मेटल्स की मौजूदगी पर काफी अध्ययन किया है। इसे हर तरह से जांचा परखा है, लेकिन इसके मैकेनिज्म पर अब भी काफी काम किया जाना बाकी है।




Scientists from the Indian Institute of Technology-Bombay (IIT-B) have established that the sweet white pills work on the principle of nanotechnology.
    Homeopathic pills—made of naturally occurring metals such as gold and copper-—retain their potency even when diluted to a nanometre or one-billionth of a metre, states the IIT-B research published in the latest issue of Homoeopathy, a peer-reviewed journal published by the reputed Elsevier. IIT-B’s chemical engineering department bought commonly available homoeopathic pills from neigbourhood shops, prepared highly diluted solutions and checked under powerful electron microscopes to find nanoparticles of the original metal.
    “Our paper showed that certain highly diluted homoeopathic remedies made from metals still contain measurable amounts of the starting material, even at extreme dilutions of 1 part in 10 raised to 400 (200C),’’ said Dr Jayesh Bellare. His student, Prashant Chikramane, presented the paper ‘Extreme homoeopathic dilutions retain starting materials: A nanoparticulate perspective’, as part of his doctoral thesis. IIT theory proves what some homoeopaths have always known
    Homoeopathy was established in the late 18th century by German physician Samuel Hahnemann. While it is widely popular in certain countries, especially India, the British Medical Association and the British parliament have in recent times questioned homoeopathy’s potency. Around four years ago, British research papers rubbished homoeopathy as a mere “placebo’’.
    “Homoeopathy has been a conundrum for modern medicine. Its practitioners maintained that homeopathic pills got more potent on dilution, but they could never explain the mechanism scientifically enough for the modern scientists,’’ said Bellare. For instance, if an ink-filler loaded with red ink is introduced into the Powai lake, Bellare said, there would be no chance of ever tracing it. “But the fact is that homoeopathic pills have worked in extreme dilutions and its practitioners have been able to cure tough medical conditions,” he added.
    “We had analyzed ayurvedic bhasmas a few years ago and found nanoparticles to be the powering agent ,” the team members said. For the first time, scientists used equipment like transmission electron microscope, electron diffraction and emission spectroscopy to map physical entities in extremely dilution. They could measure nanoparticles of gold and copper (the original metal used in the medicines).
    American homoeopaths—Dr Joh Ives from Samueli Institute in Virginia and Joyce C Fryce from the Centre of Integrative Medicine, University of Maryland—said, “We are all familiar with the simple calculations showing that a series of 1:99 dilutions done sequentially will produce a significant dilution of the starting material in very short order,” they wrote in a special editorial in the journal. But as dilution increases, this theory goes awry. “(But) Chikramane et al found that, contrary to our arithmetic, there are nanogram quantities of the starting material still present in these ‘high potency’ remedies.’’
    The hypothesis is that nanobubbles form on the surface of the highly diluted mixtures and float to the surface, retaining the original potency. “We believe we have cracked the homoeopathy conundrum,’’ said Bellare. According to homoeopath Dr Farokh J Master, the IIT theory has proven something what practitioners have always known. “My instruction to my patients has always been to dilute the pills in water and stir it 10 times with a spoon. Then remove the spoon , dip it in another cup of water and stir 10 times. I advise my patients to do this in five cups before discarding the first four cups and then drinking the fifth cup in two equal doses,’’ said Master.

पशुऒं पर होम्योपैथिक दवाओं के परीक्षण अधिक देखे नही जाते हैं लेकिन इधर हाल के दिनों मे इन परीक्षणॊं की संख्या बढी है , हाँलाकि यह होम्योपैथिक सिद्दातों का पूर्ण रुप से पालन नही करते इसके बावजूद इनकी महत्ता से इन्कार नही किया जा सकता है । होम्योपैथिक पद्दति मे निशिचित सिद्दांत हैं और उनके लिये लक्षणॊं का लेना और उनके ऊपर प्रेसक्राब करना एक अनिवार्य शर्त है ।

हाँलाकि हाल ही मे The Faculty of Homeopathy २०११जर्नल मे प्रकाशित एक लेख जो पबमेड पर प्रकाशित हुआ कम चर्चा का विषय रहा । पटेल इन्सटिटुयूट आफ़ फ़ारमासियुटिकल रिसर्च के सी.आर. पाटिल , आर.बी.जाधव आदि का लेख रस टाक्स की anti inflammatory property पर था ।

सर्वप्रथम Complete Freund's Adjuvant (CFA) द्वारा चूहों को गठिया से पीडित किया गया और उसके बाद सिलसिलेवार शुरु हुये  प्रयोगशाला परीक्षण । रस टाक्स के 3cH, 6cH, 30cH, 200cH पोटेन्सी को सफ़लतापूर्वक प्रयोग  कर के उनके परिणामों को होम्योपैथिक मैटैरिया मेडिका आदि मे वर्णित लेखों  के आधार को  सही पाया गया । यह रिसर्च अभी जारी है ।

Abstract
BACKGROUND:

Toxicodendron pubescens P. Mill (Anacardiaceae) known in homeopathy as Rhus toxicodendron (Rhus tox) is used as an anti-inflammatory medicine in homeopathic practice. In this study, Rhus tox in its crude form and homeopathic dilutions (3cH, 6cH, 30cH, 200cH) was evaluated for effects on Complete Freund's Adjuvant (CFA) induced arthritis in rats.

METHOD:

We assessed the severity of arthritis through observations including inflammatory lesions, body and organ weight and hematological parameters including C-reactive protein (CRP). Blinded radiological analysis of the affected joints and pain intensity determination was also carried out.

RESULTS:

Rhus tox protected rats from CFA-induced inflammatory lesions, body weight changes and hematological alterations. Rhus tox protected against radiological joint alterations due to arthritis. Arthritic pain scores were also favorably affected by Rhus tox. All the dilutions of Rhus tox including crude form showed anti-arthritic activity. The maximum protective effect was evident in the crude form at 10mg/kg/day, by mouth.

CONCLUSION:

This study supports claims in the homeopathic literature on the role of Rhus tox and its ultra dilutions in the treatment of arthritis and associated pain. Further study is needed to explain this anti-arthritic effect of Rhus tox.

Launch of CAM-QuestDatabase
The Carstens Foundation in Germany has recently launched an excellent online database of clinica lresearch in CAM. Studies in nine different therapies have been included: acupuncture, anthroposophic medicine, ayurveda, bioenergetics, herbal medicine, homeopathy, manual medicine, mind-body medicine and TCM.
The database includes a large number of German homeopathic case reports and provides the facility to perform searches by disease, therapy and study design. The ‘quick search’ function provides a synopsis of studies using the most common therapies for the most common diseases whilst the ‘expert search’ function enables a detailed, comprehensive search across the CAM therapies and full range of diseases within the database.
At present the database is available in English, French, Dutch and German, but there are plans to translate it into all European languages. It is accessible free of charge at  http://www.cam-quest.org
First Homeopathic Veterinary Database (VetCR)
The first database of clinical research in veterinary homeopathy is now accessible online. मिनेटेस डाट काम पर शेरी ने इन्फ़्लून्जियम पर कुछ रोचक आँकडॆ दिये ।  1918 से 1957 तक इस औषधि के स्त्रोत फ़्लू से ग्रस्त रोगियों के नासिक स्त्राव और  रक्त के सैम्पल से लिये गये । और  इनमे से अधिकतर उन रोगियों से जो 1918 के फ़्लू की महामारी से ग्रस्त थे ।

1957 के बाद से दवा बनाने के  ढंग  मे बदलाव आया और दवा का स्त्रोत फ़्लू वैक्सीन से लिया गया । इग्लैंड की नेलसन होम्यो लैब इसकी मुख्य निर्माता और विक्रेता हैं और 1918 से 1957  अब तक लगभग 13 अलग –2 सैम्पल ला चुके हैं । इनमे से अधिकतर सैम्पल इसके पूर्व वर्ष मे हुये फ़्लू के वैक्सीन  से लिये गये हैं । 1918 का फ़्लू वाइरस मुख्यत: H1N1 वाइरस था और यह अब तक के सबसे अधिक खतरनाक वाइरस की श्रेणी मे आता है । होम्योपैथिक दृष्टिकोण से मुख्य है इसकी प्रूविग जिससे उत्पन्न लक्षण लगभग वही थे जो फ़्लू के लक्षण से मेल खाते थे । नेलसन द्वारा  उत्पादित इन्फ़्लून्जियम के अन्य उत्पाद निम्म हैं :

फ़्लू /स्वाइन /बर्ड /या आम फ़्लू से बचने के लिये इन्फ़्लूनिजियम प्रयोग करने का सही तरीका क्या है :

होम्योपैथिक दृष्टिकोण से  कोई फ़र्क नही पडता कि वह कौन सा फ़्लू है , स्वाइन / बर्ड / या आम फ़्लू , मुख्य है फ़्लू के लक्षणॊ का औषधि से मेल खाना  ।

माहामारियों मे दवा का चुनाव अन्य चुनाव की अपेक्षा आसान हो जाता है क्योंकि रोग के लक्षण लगभग एक से ही रह्ते हैं । और दवा का चुनाव  मुख्यत: एक या दो दवाओं पर आ टिकता  है ।  ऐसी अवस्था मे चयनित दवा को "genus epidemicus” कहते हैं । यही वजह थी कि 1918  के फ़्लू माहामारी मे होम्योपैथिक दवाओं से लाभ होने की संख्या अन्य पद्दतियों  की अपेक्षा कही अधिक थी ।

लेकिन क्या इन्फ़्लूजिनियम को "genus epidemicus” की श्रेणी मे डालना उचित है । हैनिमैन मुख्यत: इस तरह के चुनाव के पक्ष मे नही थे , कारण भले ही रोग का कारक एक ही हो लेकिन हर रोगी अपनी चारित्रिक विशेषताओं के होते हुये हर से भिन्न ही रहता है । "genus epidemicus” को लेकर हैनिमैन ने आर्गेनान मे कुछ विशेष निर्देश दिये हैं :

As per the guidelines laid down by Dr. Samuel Hahnemann in the Organon a Genus epidemics has to be found out in the specific area and it could be the best to be found out in the specific area and it could be the best prophylactic remedy.

    § 100

    In investigating the totality of the symptoms of epidemic and sporadic diseases it is quite immaterial whether or not something similar has ever appeared in the world before under the same or any other name. The novelty or peculiarity of a disease of that kind makes no difference either in the mode of examining or of treating it, as the physician must any way regard to pure picture of every prevailing disease as if it were something new and unknown, and investigate it thoroughly for itself, if he desire to practice medicine in a real and radical manner, never substituting conjecture for actual observation, never taking for granted that the case of disease before him is already wholly or partially known, but always carefully examining it in all its phases; and this mode of procedure is all the more requisite in such cases, as a careful examination will show that every prevailing disease is in many respects a phenomenon of a unique character, differing vastly from all previous epidemics, to which certain names have been falsely applied – with the exception of those epidemics resulting from a contagious principle that always remains the same, such as smallpox, measles, etc.

    § 101

    It may easily happen that in the first case of an epidemic disease that presents itself to the physician’s notice he does not at once obtain a knowledge of its complete picture, as it is only by a close observation of several cases of every such collective disease that he can become conversant with the totality of its signs and symptoms. The carefully observing physician can, however, from the examination of even the first and second patients, often arrive so nearly at a knowledge of the true state as to have in his mind a characteristic portrait of it, and even to succeed in finding a suitable, homœopathically adapted remedy for it.

    § 102

    In the course of writing down the symptoms of several cases of this kind the sketch of the disease picture becomes ever more and more complete, not more spun out and verbose, but more significant (more characteristic), and including more of the peculiarities of this collective disease; on the one hand, the general symptoms (e.g., loss of appetite, sleeplessness, etc.) become precisely defined as to their peculiarities; and on the other, the more marked and special symptoms which are peculiar to but few diseases and of rarer occurrence, at least in the same combination, become prominent and constitute what is characteristic of this malady.1 All those affected with the disease prevailing at a given time have certainly contracted it from one and the same source and hence are suffering from the same disease; but the whole extent of such an epidemic disease and the totality of its symptoms (the knowledge whereof, which is essential for enabling us to choose the most suitable homœopathic remedy for this array of symptoms, is obtained by a complete survey of the morbid picture) cannot be learned from one single patient, but is only to be perfectly deduced (abstracted) and ascertained from the sufferings of several patients of different constitutions.

    1 The physician who has already, in the first cases, been able to choose a remedy approximating to the homœopathic specific, will, from the subsequence cases, be enabled either to verify the suitableness of the medicine chosen, or to discover a more appropriate, the most appropriate homœopathic remedy.

Dynamized Homeopathic Preparations in Cell Culture- a study report in Amala Cancer Research Centre, Kerala

Although reports on the efficacy of homeopathic medicines in animal models are limited, there are even fewer reports on the in vitro action of these dynamized preparations. In Amla Cancer Research Centre, Kerala , Ellanzhiyil Surendran Sunila, Ramadasan Kuttan, Korengath Chandran Preethi and Girija Kuttan have evaluated the cytotoxic activity of 30C and 200C potencies of ten dynamized medicines against Dalton's Lymphoma Ascites, Ehrlich's Ascites Carcinoma, lung fibroblast (L929) and Chinese Hamster Ovary (CHO) cell lines and compared activity with their mother tinctures during short-term and long-term cell culture. The effect of dynamized medicines to induce apoptosis was also evaluated and they have studied how dynamized medicines affected genes expressed during apoptosis. Mother tinctures as well as some dynamized medicines showed significant cytotoxicity to cells during short and long-term incubation. Potentiated alcohol control did not produce any cytotoxicity at concentrations studied. The dynamized medicines were found to inhibit CHO cell colony formation and thymidine uptake in L929 cells and those of Thuja, Hydrastis and Carcinosinum were found to induce apoptosis in DLA cells. Moreover, dynamized Carcinosinum was found to induce the expression of p53 while dynamized Thuja produced characteristic laddering pattern in agarose gel electrophoresis of DNA. These results indicate that dynamized medicines possess cytotoxic as well as apoptosis-inducing properties.

Recently, limited investigations on the efficacy of dynamized medicines in animal models as well as clinical trials have reported that potentiated Lycopodium clavatum has protective action against CCl4-induced liver damage in rats (3) and that chelidonium 30C could ameliorate both p-dimethylaminoazobenzene and azodye-induced hepatocarcinogenesis in mice (4,5). Anti-genotoxic effect of different dynamized medicines has also been reported (6,7): Arsenicum album was found to ameliorate arsenic-induced toxicity in mice as well as in clinical studies and could reduce the elevated antinuclear antibody titer and hematological toxicities (8,9). Homeopathic therapy for asymptomatic HIV carriers has also proven beneficial (10) and recently Rajendran (11) reported homeopathy as a supportive therapy in cancer. Pathak et al. (12) investigated Ruta 6 on regression of human glioma brain cancer cell growth clinically and found that Ruta induces severe telomere erosion in MGRI brain cancer cells but has no effect on B-lymphoid cells and normal lymphocytes. Banerji and Banerji (13) reported that Ruta was effective for intracranial cysticercosis.

Very few investigations have explored the action of dynamized medicine in in vitro cell culture systems. Podophyllum has been shown to inhibit adhesion of neutrophils to serum-coated micro plates (14). Traumeen S, a homeopathic formulation used clinically to relieve trauma and inflammation has been shown to inhibit the production of Interleukin-β, TNF-{alpha} and Interleukin-8 by human T cells and monocytes in culture (15). Many homeopathic drugs at low potencies were found to potentiate oxidative metabolism in cultured cells (16).

Results:

Although the healing potential of homeopathic drugs is widely accepted, the exact mechanism of action is still unclear. In paragraphs 63–69 of Organon, Hahneman describes the mechanism of action through the ‘primary action’ of the medicine (dynamized or not) and the ‘secondary and curative reaction’ of the organism: ‘Every agent that acts upon the vitality, every medicine, deranges more or less the vital force, and causes a certain alteration in the health of the individual for a longer or a shorter period. This is termed primary action. Although a product of the medicinal and vital powers conjointly, it is principally due to the former power. To its action our vital force endeavors to oppose its own energy. This resistant action is a property, is indeed an automatic action of our life-preserving power, which goes by the name of secondary action or counteraction’. We have tried to explain the mechanism of action of the dynamized preparations taking into consideration the original proposition by Samuel Hahnemann and have approached this problem by investigating the action of dynamized drugs in various cultured cells in a systematic scientific manner.

Cytotoxic activity of a drug is often considered a first step towards elucidating its possible use against cancer and all of the drugs selected are being used by homeopathic practioners against cancer. They have  found that in short-term cytotoxicity research, some of the dynamized preparations showed significant cytotoxic actions against cancer cell lines and at times the activity was higher than that of the mother tinctures. For example, Conium at 200C potency was more cytotoxic than its mother tincture and that the cytotoxicity induced by Carcinosinum was higher at 200C than at 30C potency indicating that dynamization induces the cytotoxic potential of these medications. Results were more pronounced during MTT assay in which a longer period of incubation was involved. Many dynamized preparations at potency of 200C inhibited the growth of L929 cells. Clonogenic assay using CHO cells is a standard method to determine growth inhibitory activity of the drugs and we found that dynamized preparations of Thuja, Hydrastis, Carcinosinum and Podophyllum at 200C potency almost completely inhibited the CHO colony formation. As in other cases, Conium 200C was more active than 30C. We have confirmed the cytotoxic potential of dynamized preparations by thymidine uptake, for the marker of the inhibition DNA synthesis. As in the case other experiments, DNA synthesis was significantly inhibited by several dynamized preparations.

Cytotoxicity could be produced in cells either by necrosis or by apoptotic induction. Apoptosis, which is known as programmed cell death is highly regulated by events taking place within the cell and is highly relevant with respect to the destruction and removal of transformed cells from the body. The induction of apoptosis could be an external agent and a cascade of reactions taking place within the cell produces an ultimate cell death. Some of the events via occurring during apoptosis include morphological changes in the cell, production of apoptotic bodies, damage to genetic material and finally induction of proteolytic enzymes, which produces cellular destruction. Apoptosis could be visualized by morphology and DNA laddering. In the present study, dynamized preparations induced apoptosis as observed from their morphology and DNA laddering. Moreover, dynamized preparation of Carcinosinum could induce the p53, which is considered to be a proapoptotic protein and involved in signal transduction pathway.

The mechanism of action of some of the homeopathic drugs has been proposed. Potentiated preparation of Ruta possesses protective action on normal B-lymphoid cells against H2O2-induced chromosomal damage (13). Moreover, the telomere erosion was enhanced in cancer cells by treatment with Ruta while normal cells showed no change. Thus, the telomeres that protect individual chromosomes of cancer cells are damaged by Ruta, which may be the mechanism of its therapeutic action in brain cancer (13).

The protective effect of Chelidonium against p-DAB-induced hepatic cancer may occur by the modulating effect of the drug on restoration of damage caused to several gene-regulated phenomena like enzyme activities and chromosomal abnormalities. This gives insight into the mechanism of action, which may be by means of interfering with the process of carcinogenesis by actively modifying actions of oncogenes or by activating tumor suppressor genes (5). Another mechanism of actions of homeopathic drugs may occur through immune modification. Benveniste (17) has shown that human basophils undergo degranulation not only at usual anti-IgE antibody doses but also at extremely high dilutions. Bastide (18)has shown the therapeutic effect of high dilution of {alpha}–β interferon and thymic hormones on cellular immunity and had good therapeutic effect in immunodepressed patients. Similarly Bentwich et al. (19) revealed that small amounts of antigens are capable of specific antibody response. The role of immunity in the therapeutic efficacy of homeopathic medicines has also been reviewed (20).

There  results indicate that the dynamized preparation initially produces a secondary action on cells that is in line with the original proposition by Hahnemann on the mechanism of action of medicines dynamized or not. However, limited knowledge in this area does not fully explain the mechanism of action of all drugs . More scientific analyses are warranted to elucidate these interesting preparations of ultra dilutions.

Swiss take an holistic approach towards CAM

SWITZERLAND BECAME the first country in Europe to enshrine complementary medicine into its constitution when more than 67 per cent of national voters opted in favour of a new constitutional article on complementary medicine last week.

That result, which followed a public campaign, will now make it more likely that certain complementary therapies will be re-instated into the basic health insurance scheme available to all Swiss citizens.

Therapies including homeopathy, herbalism and traditional Chinese medicine were removed from the basic health insurance scheme in 2004 and put into additional optional private health insurance schemes.

The constitutional article on complementary medicine is also likely to speed up standardisation of training for complementary therapies in Switzerland. Currently, each canton regulates the complementary therapists within its region.

“The constitutional text itself is very short – it states that the Federal government and the cantons will ensure that, within the scope of their jurisdiction, complementary medicine is taken into consideration,” explains Alexander Harbaugh, a spokesman for the public campaign which brought the complementary medicine proposal to parliament.

In Switzerland, a new constitutional article can be proposed to the Swiss parliament if it is supported by 100,000 signatures gathered within 18 months.

In this case, the parliament rejected the initial proposal on complementary medicine and put forward its own counterproposal on complementary medicine which was then put to a vote.

A majority of citizens in all cantons voted in favour of adopting this new constitutional article. Historically, counter-proposals have been three times more likely to be voted in by the public than original popular proposals.

“It shows that we are beginning to come out of the two camps – one for orthodox medicine and the other for alternative medicine. In the future, hopefully, it will mean that medical students will study complementary therapies as part of their medical training and be able to integrate some of them into their practice,” says Harbaugh.

One of the aspirations of the pro-complementary therapy lobby group is that professorships of complementary medicine will now be created in Swiss universities.

“The parliament will decide what concrete measures will be taken on complementary medicine in the next few months,” says Mona Neidhart from the Swiss Federal Office of Public Health. She expects that the representative bodies of specified complementary therapies will submit new applications to gain approval for inclusion in the basic health insurance scheme.

“Complementary therapies can currently apply for inclusion in the basic health insurance scheme but up to now, they haven’t managed to be included. This vote will mean the parliament can change the criteria for inclusion,” explains Neid-hart.

The current criteria requires that the therapy benefits the patient, that it is cost-effective and appropriate for the patient’s condition.

Commenting on the vote, Daniel Kieffer, president of the European Association of Naturopathy, said naturopathy was already prominent although not widely accepted in Switzerland. “This vote puts naturopathy on the road to freedom and is a model for all other European countries,” he said.

Dutch pharmacist turned naturopath Jan de Vries worked for years with the Swiss naturopath, Alfred Vogel. He says Switzerland has a long tradition of homeopathy and herbal medicine. “A lot of regulatory work on complementary therapies has already been done in Switzerland and there is greater recognition for complementary therapists. I wish the same thing would happen in Germany because then other European countries could benefit from it,” he says.

De Vries, who has worked in Ireland for 40 years, says, “There is a great longing for natural medicine in Ireland. Irish people are very interested in finding out more about natural forms of medicine.”

In Ireland, the 2006 report of the National Working Group on Regulation of Complementary Therapies represents the current state of play in Ireland in this area.

This report recommended that statutory regulation be put in place for so-called high risk therapies.

These therapies are acupuncture, traditional Chinese medicine and herbalism. It recommended that practitioners of other complementary therapies form federations and self-regulate their practitioners and standardise their training courses. Therapies such as yoga and homeopathy currently follow this model.

Earlier this year, the Higher Education and Training Awards Council (HETAC) began the process of validating complementary therapy courses in acupuncture, herbal medicine and traditional Chinese medicine as the first step towards statutory regulation of these therapies.

Medicines regulator grants first ever licence to homeopathic remedy “Arnica”

Much to the anger of conventional medicine, the homeopathic remedy Arnica has been officially recognised as a successful remedy for treating sprains and bruises.

The Medicines and Healthcare Products Regulatory Agency (MHPRA) has registered the product, which means that the manufacturer can now make claims for its effectiveness. 

Arnica 30c, manufactured by Nelsons, is the first homeopathic remedy to be recognised without going through clinical trials.  Since 1971, homeopathic products have not been allowed to make any health claim without proper evidence.

But new rules, introduced in 2006, allow a manufacturer to make health claims for a product provided there is a tradition for its use in the UK, and it is for the treatment only of minor problems.

Hahnemann's original copy of the 6th edition of the Organon (an interleaved copy of the 5th edition into which he wrote is modifications to create the 6th edition) is kept in the Special Collections archives at the UCSF Medical School library.

This original copy was brought to the US by homeopaths Richard Haehl, William Boericke and James Ward in the early 1920s; it was translated into English and published, with the original copy kept in an office safe, then in a bank deposit box, and finally in the care of the university's climate controlled library vault for special collections.  Homeopaths and researchers from all over the world come to the library here in San Francisco to view it, and see exactly what Hahnemann wrote.

This entire book has been digitally imaged, and is now available to everyone to view as part of the university's digital archive!!!  Here is the link:

Viewers can turn pages, zoom in and out to see details of Hahnemann's spidery writing in German, French, Latin and Greek as he documents his changes, and in parts where there are additional pages he has attached with fold out sections (such as aphorisms about the LMs which was all new material) can click to fold out the pages to see them as if it were a pop up book!

Haehl's transcription of the entire text, which was found about a year ago at the site of the old Hahnemann Hospital in San Francisco, ( which has larger handwriting... and his understanding of German language that was 100 years closer to Hahnemann's time than we are now) is also digitally imaged on the same site, which should allow comparison, and ease the eyes trying to read Hahnemann's writing.  There is also a pamphlet on why one would want to study homeopathy, with a listing of schools across the country, very interesting to peruse.

The UCSF Library Special Collections unit has just completed this project; they have asked the homeopathic community to help spread the news about it's availability, and to encourage scholarly investigation of these materials.

World Homeopathy Awareness Week (WHAW) is celebrated in over 45 countries around the world. The 2009 theme is “Homeopathy for Allergies.” Dates for the 2009 WHAW celebration is April 10-16, 2009. This year’s observations are also dedicated to the 254th anniversary of the birth of Samuel Hahnemann, the founder of homeopathy.
World Homeopathy Awareness Week is sponsored by World Homeopathy Awareness Organization (WHAO), a non-profit volunteer organization incorporated in the Netherlands in 2008. On February 28, 2009, WHAO was officially recognized as a non-profit in the Netherlands.

The first WHAW took place in 2005. The United States chapter, WHAW-US, won the WHOA’s award for outstanding contribution to homeopathic awareness in 2007. Other participating countries include Armenia, Belgium, Bulgaria, Croatia, Finland, Hungary, Israel, Kenya, Pakistan, Serbia, Spain, Ireland, Nepal, Australia, Bosnia, Denmark, Greece, India, Lithuania, New Zealand, Slovakia, Egypt, Bangladesh, Japan, Malaysia, Australia, Romania, South Africa, and Brazil.

60 per cent of doctors’ surgeries prescribe homeopathic or herbal remedies in Scotland

Sixty per cent of doctors’ surgeries in Scotland prescribe homeopathic or herbal remedies, according to a study of nearly two million patients, published in the December issue of the British Journal of Clinical Pharmacology.

 Researchers from the University of Aberdeen analysed official prescribing data from 2003-4, covering 1.9 million patients from 323 practices.
Their findings have led them to call for a critical review of homeopathic and herbal prescribing in the UK National Health Service, particularly the high levels given to babies and children under 16.
The research team discovered that:
• 49 per cent of practices prescribed a total of 193 different homeopathic
remedies and 32 per cent prescribed 17 different herbal remedies.
• Five per cent of the practices included in the study prescribed 50 per cent
of the remedies and accounted for 46 per cent of the patients receiving
them.
• 4160 patients (2.2 per 1000 registered patients) were prescribed at least
one homeopathic remedy during the study period. 73 per cent were female
and the average age of patients was 47.
• Children under 12 months were most likely to be prescribed a homeopathic
or herbal remedy (9.5 per 1000 children in that age group), followed by
adults aged 81-90 (4.5 per 1000). 16 per cent of homeopathic prescribing
was to children under 16.
• 361 patients were prescribed at least one herbal remedy during the study
period (0.2 per 1000 registered patients) and 12 per cent of these were
children under 16 years old. 72 per cent of prescriptions were issued to
females and the average age was 61.
• Doctors who prescribed patients a homeopathic remedy also prescribed
them a median of four conventional medicines during the study period.
This figure went up to five for people prescribed herbal remedies.
• Four per cent of patients prescribed a herbal remedy were, at the same time, prescribed conventional medication that has been documented to
interact with herbal treatments.
• The top five prescribed homeopathic remedies were
Arnica montana (for injury, bruising),
Rhus toxicodendron (joint symptoms, headache)
Cuprum metallicum (cramp, poor circulation)
Pulsatilla (PMT, menopausal symptoms, breast feeding problems) and
Sepia (PMT, menopausal symptoms, fatigue).
• The top five prescribed herbal remedies were:
Gentian (poor appetite, digestive problems),
Cranberry (urinary tract infection)
Digestodoron (indigestion, heartburn, constipation)
Evening primrose (PMT) and Laxadoron (constipation)
“Our study shows that a substantial number of Scottish family doctors prescribe homeopathic and herbal remedies” says co-author Dr James McLay
from the University’s Department of Medicine and herapeutics.
“This level of prescribing raises important questions about homeopathic and herbal provision in the UK’s National Health Service
“The major problem with homeopathic preparations is the lack of scientific evidence that they are effective.
“Given the rise of evidence-based medicine and the trend toward prescribing
guidance in the UK, should therapies with no convincing positive clinical trial evidence be prescribed and funded by the health service?
“Or are proponents of such remedies correct in stating that the difficulties inherent in trialling such therapies make evidence irrelevant.
“Whatever the arguments, our study shows an apparent acceptance of homeopathic and herbal medicine within primary care, including extensive use
in children and young babies. We believe that these findings underline the need for a critical review of this prescribing trend.”
“The research by the University of Aberdeen adds an important dimension to the ongoing debate about homeopathic remedies, as it shows what is actually happening at grass roots in Scottish general practice,” adds Dr Jeffrey
Aronson, Editor-in-Chief of the Journal and Reader in Clinical Pharmacology at Oxford University.
“In September 2006 the Medicines and Healthcare products Regulatory
Agency (MHRA) introduced new rules to regulate homeopathic medicines, allowing manufacturers to specify the ailments for which they can be used.
“This move has been criticised by a number of leading UK scientific institutions, who argue that homeopathic medicines should not be allowed to make ‘unsubstantiated health claims’ and that the policy is damaging to patients’ best interests.
“We hope that this paper will further inform the debate, as it provides clear evidence on prescribing patterns within the NHS and raises a number of important issues, particularly about prescribing homeopathic and herbal remedies to children.”

The first double-blind crossover study ever performed was conducted by homeopaths in 1906. This study was run concurrently in eleven different cities on fifteen subjects. The documentation of this experiment consisted of 665 pages, published as Research Provings of Belladonna. Also at the turn of the nineteenth century, a book on homeopathic research was published called The Logic of Figures or Comparative Results of Homeopathic and Other Treatments. This book provided dozens of charts comparing disease and death rates in homeopathic and allopathic (mainstream) hospitals. This research also investigated statistics on the epidemic diseases of scarlet fever, yellow fever, and typhoid. The research showed that homeopathic hospitals had an average of 50 to 80 percent fewer deaths per 100 people, depending on the disease compared.
During World War II, an early double-blind study of homeopathy was sponsored by the British government. The experiment demonstrated that those given homeopathic remedies experienced a significant improvement in burns from mustard gas compared to those given placebo.
Many modern clinical trials are currently underway, looking for evidence of the efficacy of homeopathy from controlled trials in human subjects. More than 100 clinical trials have been conducted, some published in highly prestigious journals such as Lancet and JAMA. In 1997, K. Linde and W. Jonas, directors of the Alternative Medicine Evaluation Department of the National Institute of Health, co-signed a meta-analysis which evaluated 186 clinical trials on homeopathic therapies. Among the 105 trials whose results could be interpreted, 81 presented positive results, while homeopathy did not have a positive effect in 24 others. The authors concluded that, "the results of this meta-analysis are incompatible with the hypothesis that the clinical effects of homeopathy are due exclusively to a placebo effect."
Proliferation of interest in the area of clinical research abounds. In April 2003, a two-day conference was held in London on the topic of clinical research. Dick Koster  reports: "Those who are opposed to homeopathy…base their conclusion on the last negative study…. Followers of homeopathy herald all positive news and complain about serious design flaws in negative studies…. Both sides claim their successes and failures as definitive while in reality, new research…would only add or subtract a small effect to or from the already existing evidence…of homeopathy being true." This being said, Koster goes on to say that "homeopaths look at their patient results and believe that no amount of negative research could topple their belief in homeopathy."
A recent double-blind study has shown the antiviral effect of homeopathic remedies. Eight of the ten remedies tested inhibited viruses in chicken embryos from 50 to 100 percent depending on the potencies used. German scientists at a Veterinary College showed use of the homeopathic remedy Chelidonium lowered serum cholesterol when given twice a day to rabbits on a cholesterol rich diet.
The British Journal of Clinical Pharmacology published a double-blind experiment on patients with rheumatoid arthritis. Of those given a homeopathic medicine, 82 percent experienced some relief of symptoms, while only 21 percent of those given a placebo experienced any similar degree of improvement.
Research has also been conducted in the use of homeopathy in cancer. In 77 mice that received a transplant in fibrosarcoma, 52 percent survived more than a year when treated with homeopathic remedies. The 77 untreated mice died within 10-15 days.
Many critics of homeopathic research site flaws in the designs of the studies, weakness in reporting and measuring techniques, small numbers of study participants, and the difficulties in replicating results. Homeopathy works and the proof is in the pudding. Because the science is based on one remedy for one person, it is difficult to construct studies and judge the results. Clinical results have noted homeopathic cures taking place around the globe for over 100 years. The miniscule doses are still immeasurable by today’s science, but in the future, equipment will be designed that can adequately measure the healing effects of homeopathy.

बडॆ जोर-शोर से शुरु की गई स्वास्थ एंव परिवार कल्याण मंत्रालय , भारत सरकार की योजना  माँ और शिशु स्वास्थ मे होम्योपैथी की उपयोगिता का लगभग अंत निशिचित ही है । गुजरात मे किये गये अच्छॆ परिणामों को देखते हुये ऊ.प्र. मे भी इस योजना पर लाखॊं खर्च हुये , बडी-२ नीतियाँ बनाई गई , थोडॆ बहुत प्रशिक्षि्ण भी दिये गये लेकिन न तो कोई स्पष्ट नीति ही थी और न कोई स्पष्ट दिशा निर्देश तो अंत तो निशिचित ही था ।

आशीष मिश्र लखनऊ, 21 जनवरी : मां और नवजात को बीमारियों से निजात दिलाने में होम्योपैथी कारगर है। सरकार ने भी इसे पहचाना। राज्य में एक योजना शुरू की। इसके तहत अधिकारियों, डाक्टरों से लेकर कर्मचारियों तक को मां व बच्चे का स्वास्थ्य सुधारने का प्रशिक्षण देने का कार्यक्रम बनाया। अधिकारियों व कुछ डाक्टरों को प्रशिक्षित भी किया गया। लाखों खर्च हुए। अब सरकारी सुस्त पड़ गयी। न तो एलोपैथ व आयुर्वेद डाक्टरों को ट्रेनिंग मिली और न ही मरीजों के इलाज के लिए कोई रणनीति तय हुई। नतीजा इलाज की एक कारगर रणनीति मरीजों से दूर है। राज्य में बीते फरवरी माह में नेशनल कैम्पेन आन होम्योपैथी फार मदर एंड चाइल्ड केयर नाम से एक राष्ट्रीय कार्यक्रम की शुरूआत की गयी थी। इसके तहत सभी विधा के चिकित्सकों को होम्यपैथी से मां और बच्चे से जुड़ी बीमारियों के इलाज का प्रशिक्षण देना था। यह सिद्घ हो चुका है कि यदि प्रसूता को समय पर होम्यौपैथिक दवाओं का सेवन कराया जाये तो न केवल बच्चा स्वस्थ पैदा होता है। साथ ही प्रसव के दौरान जटिलता और मृत्यु की आशंका भी घट जाती है। गुजरात के अच्छे नतीजों को देखते हुए उत्तर प्रदेश में बड़े ही जोरशोर के साथ उक्त योजना शुरू की गयी। लाखों रुपये खर्च कर अधिकारियों, होम्योपैथिक मेडिकल कालेज के प्रधानाचार्यो और चिकित्सकों को प्रशिक्षित किया गया। लेकिन इसके बाद योजना सुस्ती का शिकार हो गयी। आगे कोई भी प्रशिक्षण कार्यक्रम आयोजित नहीं हुआ। ऐसे में होम्योपैथी से दूसरी विधा के डाक्टरों द्वारा इलाज करना संभव नहीं था। मरीजों तक नहीं पहुंची योजना अधिकारियों को प्रशिक्षण देने के बाद योजना थम गयी। न तो सभी 1216 होम्यौपैथिक मेडिकल आफीसर और न ही एलोपैथ व आयुर्वेद विधा के चिकित्सकों को कोई प्रशिक्षण मिल पाया। प्रशिक्षण पाने वाले सभी चिकित्सकों को मां व बच्चे की बीमारियों से जुड़ी दवाओं की किट मुहैया कराने की बात तो दूर की कौड़ी ही साबित हुई। योजना से जुड़े एक अधिकारी के मुताबिक केंद्र-राज्य सम्बन्धों का असर इस कारगर योजना पर पड़ा है। केंद्र से न तो सहायता राशि मिली है और न ही कोई गाइड लाइन। नतीजा लाखों रुपये खर्च करने के बार मरीजों को इसका कोई लाभ नहीं मिल पाया। केंद्र से करेंगे मांग निदेशक, होम्योपैथी सेवाएं डा. बीएन सिंह का कहना है कि नेशनल कैम्पेन आन होम्योपैथी फार मदर एंड चाइल्ड केयर के लिए केंद्र से रुकी धनराशि लेने के कई प्रयास हुए हैं। जल्द ही एक दूसरा रिमांडर भेजा जा रहा है। यहां से अनुमति मिलते ही योजना सही ढंग से लागू हो जायेगी ।

चिकित्सा क्षेत्र मे व्याप्त यह  बदरंग तस्वीर उत्तर प्रदेश के अलावा और किसी प्रदेश की
हो ही नही सकती । लेकिन बात होम्योपैथी की : दिसम्बर तक के वित्तीय आँकडॊ पर नजर दौडायें होम्योपैथिक के लिये बजट १८.६६ करोड , लेकिन खर्च सिर्फ़ २.३५ करोड हुये ; शीर्ष पर बैठे होम्योपैथी के आलाकमान यानी डाइरेक्टर  होम्योपैथी को शायद होम्योपैथी की दुर्दशा और हालात नही दिखते । दवा विहीन अस्पताल , पर्याप्त लेक्चर विहीन होम्योपैथिक कालेज , संसाधनों को रोते खीजते कालेज , पी.जी. कोर्स के लिये तरसते होम्योपैथिक चिकित्सक शायद इस आस मे बैटॆ हैं कि कभी उनके दिन बहुरेगें । लेकिन इन नपुसंक होम्योपैथिक अधिकारियों के होते भविष्य मे  होम्योपैथिक के दिन सवरेगें ऐसा बिल्कुल भी नही लगता ।
